Abstrakt EN:

The paper has assumed that in the integrating Europe an increasingly important role in development of regional systems is played by the related local authorities. The basic task and activity direction of such authorities must take care of systematic enhancement of the competitive position of a given spatial system and its attractiveness for stimulation of internal factors of socio-economic and cultural growth and attraction of external ones. In the light of the outlined conditions, an attempt has been made to build a model for operation of the regional system. In the model, the following has been distinguished: elements of the region's environment (world, West European, East European, national subregional), its internal structural elements, structural elements of the local system, and relations between them. The model stresses that in construction of the development strategy, the region cannot be treated as an isolated socio-economic and cultural system, but as part of a more complex system of an internally complex operational structure.
